What this guide covers
This is an English operational guide for commercial wineries and wine-sector operators in the Republic of Moldova. It focuses on national wine-law and food-safety obligations that can affect grape intake, winemaking, storage, bottling and wholesale circulation. It also explains the recurring filings most likely to touch a winery's production and inventory data.
It does not replace a license, product specification, customs advice or tax advice. Spirits, distillation, beer, retail, hospitality, export-destination rules, environmental permits and protected geographical indications can add separate requirements. Moldova is also aligning parts of its framework with the EU acquis, so an EU rule should not be treated as a domestic Moldovan rule unless Moldova has incorporated it.

1. Registration and operating prerequisites
Vine and Wine Register (RVV)
The Registrul vitivinicol al Republicii Moldova is Moldova's official Vine and Wine Register. Law No. 57/2006 makes RVV registration part of the legal framework for wine-sector operators, including businesses carrying out covered manufacture, storage and wholesale activities. The live RVV portal is operated for the sector through the National Office of Vine and Wine (ONVV).
Before relying on a prior registration, confirm that the legal entity, winery activity and relevant locations are current. ANSA's 2026 inspection reporting records nonconformities where actual activity did not match required registrations.

Food-safety registration
A winery is also a food-sector operator. Moldova's food-safety framework and ANSA controls apply independently of the RVV. Current 2026 ANSA enforcement reports identify missing food-safety registration for operating addresses as a winery nonconformity. Confirm that each activity and site that requires registration is covered before production or storage begins.

Additional licensing is activity-specific
Do not assume that the RVV entry is the only authorization needed. Activities involving ethyl alcohol, spirits, certain wine-based products, import, or other regulated alcohol operations can trigger the separate Law No. 1100/2000 regime and activity-specific licensing or equipment controls. A table-wine winery should map its actual activities before importing requirements that belong to another product category.
2. Ongoing winery records and traceability
ANSA's current wine-sector page publishes the wine record registers inspectors use in the control framework. For a winery, the official register library includes records for:
- quantity and quality of received grapes, musts and crushed grapes;
- input and output of wine, must, wine products and secondary bulk products;
- technological procedures;
- bottling;
- holding and use of specified products, plus auxiliary materials.
These records are not just bookkeeping. They are the traceability evidence that supports inventory balances, annual declarations and official controls. ANSA's 2025 and 2026 enforcement reports repeatedly flag missing, incomplete or inconsistent wine registers.
Keep the current ANSA format and formalities for the applicable register, reconcile movements to physical inventory, and preserve lot-to-operation traceability. Also maintain the operator's approved maximum technological-loss norms where the production process requires them. ANSA's 2026 controls specifically checked for a formal order establishing maximum losses, including evaporation losses.
3. How to prepare the RVV annual declarations
- Confirm registration data first. Make sure the entity, vineyard or winery data relevant to the declaration match the RVV.
- Use the current form. The official RVV documents page currently publishes Annex 5 for harvest, Annex 6 for production and Annex 7 for stocks.
- Reconcile the source records. Tie grape receipts, cellar movements, processing, bottling and physical stocks to the applicable declaration. Investigate unexplained gains, losses or location differences before filing.
- Submit through the official RVV process. The RVV supports electronic handling of these annual declarations. Because public documentation does not expose a stable, fully detailed click-by-click workflow for every account state, follow the prompts in the live authenticated portal or contact ONVV for the current submission procedure.
- Retain evidence. Keep the filed declaration and available submission evidence with the period's supporting winery records. If registered details or reported data need correction, use the current RVV/ONVV correction process rather than changing the underlying record trail without explanation.

4. Separate ANSA alcohol manufacture/circulation reporting
Law No. 1100/2000 creates a separate annual reporting obligation for businesses carrying out covered manufacture and circulation of ethyl alcohol and alcoholic production. For alcoholic production, point 86 of Government Decision No. 589/2023 uses the model in Annex 5.
ANSA's January 9, 2026 reminder required the annual declaration by January 15, with the position at December 31 of the previous year. It stated that documents could be presented electronically or on paper and gave vitivinicol@ansa.gov.md for email delivery, together with ANSA's postal address.
This section is intentionally scoped to operators whose activities fall under Law No. 1100/2000. If you are unsure whether your particular wine activity and product category trigger this filing, confirm scope with ANSA rather than treating the RVV declaration as a substitute.

5. Product, process, food-safety and labeling controls
Annual reporting is only one part of Moldova winery compliance. Before releasing a product, the operator also needs to apply the current rules for its product category and process.
- Oenological practices: Government Decision No. 775/2024 is part of the current national wine legislation and governs permitted practices and restrictions for vitivinicultural products.
- Food safety and hygiene: ANSA's current program supervises hygiene, food-safety registration and HACCP-related controls in winery operations.
- Conformity: ANSA's 2026 enforcement reporting checks evidence of conformity for vitivinicultural products placed on the market, including the applicable certificate or declaration of conformity.
- Labeling: labels must be checked against the current requirements for the exact wine/product category. ANSA inspections actively verify mandatory particulars, lot/traceability information and other prescribed label elements.
- PDO/PGI wines: protected-designation or protected-geographical-indication wines also need to conform to the applicable approved specification and traceability controls.

6. Tax, excise and export are separate compliance tracks
Moldovan fiscal reporting depends on the operator's tax status and product classification. Do not infer a universal excise rate or filing frequency from this wine-sector guide. If the winery is an excise subject, verify the current Fiscal Code, classification, rate and applicable State Tax Service (SFS) declaration before the relevant period. The SFS maintains the current electronic tax services and forms.
For exports, satisfy Moldova's domestic production and traceability rules plus the import, customs and labeling requirements of the destination market. Moldova's EU-alignment work does not, by itself, make every EU wine rule the direct domestic filing rule for a Moldovan winery.

7. What ANSA is enforcing now
The clearest way to test whether a compliance guide is current is to compare it with live inspection findings. ANSA's Q2 2026 public enforcement report records winery issues involving registration, annual vitivinicultural declarations, traceability registers, product-conformity documentation, labeling and technological-loss documentation. ANSA's current organizational page also states that its wine-control division can initiate enforcement measures and prepare court actions where operators do not execute prescriptions or do not submit annual declarations within statutory deadlines.
Common compliance mistakes to avoid
- Missing one of the December 1, January 15 or August 15 RVV deadlines because the winery tracks them as a single annual event.
- Treating the RVV production declaration and the separate ANSA manufacture/circulation declaration as the same filing.
- Operating at a site that is not correctly reflected in the applicable RVV or food-safety registration.
- Preparing declarations from spreadsheets that do not reconcile to the mandatory wine registers and physical inventory.
- Using an old label checklist after product or labeling rules have changed.
- Releasing wine without the applicable conformity documentation.
- Using EU rules as a substitute for current Moldovan law instead of checking the Moldovan act that transposes or implements the requirement.
Winery compliance checklist
- Verify the legal entity, activity locations and applicable winery/vineyard records in the RVV.
- Verify food-safety registration coverage for each operating site and maintain the applicable HACCP/hygiene controls.

Frequently asked questions
Does every winery in Moldova need to be in the RVV?
For a typical commercial operator carrying out covered wine manufacture, storage or wholesale activity, RVV registration is part of the legal framework. Exact registration scope depends on the activity and any vineyard parcels involved, so verify the entity and sites against Law No. 57/2006 and the current RVV forms.
What are the three core annual RVV deadlines?
Harvest declaration: December 1 of the harvest year. Production declaration: January 15 of the following year. Stock declaration: August 15 for stocks at July 31. Special timing applies to certain frozen or overripe-grape harvest and production.
Can Moldova's wine declarations be handled online?
Yes. The official RVV is live online and publishes the current registration and annual declaration forms. ONVV has also documented electronic handling of annual declarations. Because the public material does not provide a stable click-by-click workflow for every authenticated account state, use the current RVV portal instructions for the final submission steps.
Is the January 15 ANSA alcohol declaration the same as the RVV production declaration?
No. They have separate legal bases and reporting purposes. The ANSA declaration under Law No. 1100/2000 and HG No. 589/2023 applies where the operator's activity falls within that framework. Do not use one filing as evidence that the other applicable obligation has been met.
What if the winery has nothing to report?
Confirm the current nil/notification treatment with ONVV before the ordinary deadline. The current public RVV form library does not clearly document a universal zero-return process, so this guide does not invent one.
Does Solera submit Moldova's RVV or ANSA declarations directly?
This guide does not claim a direct Solera-to-RVV or Solera-to-ANSA filing connection. Use the official Moldova portal or official filing channel for submission. Solera can serve as an operational system of record for winery production, inventory and traceability data that supports reporting preparation.
Do EU wine rules apply automatically in Moldova?
No. Moldova is aligning its national framework with EU law as part of the accession process, but domestic obligations still need to be traced to the Moldovan law or decision currently in force. EU destination-market rules may also apply separately when exporting to the EU.
